TOWN OF BARNES

MINUTES OF THE

SPECIAL TOWN BOARD MEETING

Of February 23, 2009

Chairman Collyard called the Special Town Board Meeting to order at 3:26PM. Roll call taken and all were present. The agenda for the meeting is as follows:

Agenda

1)                   Adoption of Ordinance for Wisconsin Uniform Dwelling Code and approval of contract with TAK Inspections for enforcement services of the Uniform Dwelling Code.

2)                   Approval of dance classes sponsored by WITC at the Town Hall.

3)                   Closed Session: The Town Board of the Town of Barnes will meet in regular session to go into a closed session pursuant to State Statute 19.85(c) “considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility.  The board will reconvene to the regular session immediately after the closed session.

Collyard said he had called the State regarding what other municipalities are doing.  He got a copy of an ordinance which has already been approved by the State.  The board went over the ordinance and made a few minor changes before approval.

Motion (Meinke/Porter) to resolve to accept the ordinance Chapter # 23, Uniform Dwelling Code.  A roll call vote was taken with all responding yes.  Motion carried.  Mr. Kadlacek will need a copy of the approved ordinance along with a signed copy of his contract.

Brustad received a request from the WITC coordinator to have dance lessons in the Town Hall.  The current policy states no dancing allowed.  Brustad felt this class would not affect the floors any differently than the other classes currently offered.  She suggested if the Board approved the class to make sure they wear other shoes than their street shoes so sand or snow and salt wouldn’t be brought in.  The Board felt a change in the Town Hall Use Policy should be done.

Motion (Porter/Meinke) to amend the Town Hall Use Policy # 5 to state: There will be no dancing allowed in the hall without prior Board approval.  For the protection of the flooring no street shoes are allowed.

Motion (Porter/McGee) to approve the dance classes sponsored by WITC at the Town Hall and to notify the dance instructor that no street shoes will be allowed.  Motion carried.

Collyard asked for a motion to go into closed session as noticed.  Motion (Porter/Meinke) to go into closed session per Statute 19.85(c) “considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility.   Roll call vote taken, all responded yes.  Motion carried.

The Board adjourned to the closed session at 3:50PM.

Motion (Meinke/Webb) to adjourn the closed session and return to open session. Motion carried.  Discussion was limited to the above referenced statute with no action taken.

There was no other business to discuss, so Collyard asked for a motion to adjourn.

Motion (Porter/Meinke) to adjourn the meeting. Motion carried. The meeting adjourned at 5:00PM.

Respectfully Submitted,
