MINUTES OF THE
SPECIAL TOWN BOARD MEETING
Of September 27, 2011
 
Chairperson Lu Peet called the Special Town Board Meeting to order at 5:04PM. Roll call was taken and all were present except Chris Webb (arrived at 5:10).   Clerk-Treasurer Brustad verified the meeting was posted as required. The agenda for the meeting is as follows:
 
Agenda
1)               Presentation and discussion with possible approval for purchase of loader/backhoe
2)               Closed Session. The Town Board of the Town of Barnes will meet in regular session to go into a closed session pursuant to State Statute 19.85(c) “considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. The board will reconvene to the regular session immediately after the closed session. The purpose of this closed session is for an employee annual review.
3)               Discussion & approval of Resolution # R-11-11 Employee Grievance Procedure
4)               Discussion on discontinuance of a portion of Cranberry Lake Road and other possible options
5)               Budget review for 2012 budget
 
Two proposals were received for a purchase of a new backhoe/loader unit. Representatives were present from both Fabco Equipment and Nortrax. The proposal received from Nortrax was for a John Deere unit for $153,450.00, with a trade-in amount of $45,000.00 for the 1994 John Deere. Balance due would be $108,450.00. Fabco submitted a proposal for a new Caterpillar 450E for $133,549.00, with a trade-in amount for the old 1994 JD loader of $35,000.00, for a net amount due of $98,549.00. Bob Lang said he preferred the Cat so was happy it came in lower than the John Deere. 
Motion (Meinke/McGee) to approve the purchase of the Caterpillar Loader/backhoe for a net price of $98,549.00 with trade in. Roll call vote taken and all responded yes. Motion carried.  
 
Motion (Porter/McGee) to go into closed session pursuant to State Statute 19.85(c) “considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. The board will reconvene to the regular session immediately after the closed session. The purpose of this closed session is for an employee annual review. Roll call vote taken and all responded yes. Motion carried. 
 
 Motion (Webb Porter) to return to open session. Motion carried. The board returned to Open Session at 5:46 PM. 
 
Peet asked if everyone had an opportunity to read over the Employee Grievance Policy and resolution to be adopted. Brustad read the Resolution to the audience.
Resolution # R-11-11
Resolution for Adopting an Employee Grievance Procedure
            Whereas s. 66.0509(1m), Wis. Stat. requires local governmental units to adopt an employee grievance procedure;
           Whereas the Town of Barnes, Bayfield County, Wisconsin has thoughtfully considered this requirement and prepared an employee grievance procedure that contains the required elements;
Now, therefore be it resolved, that the town board of the Town of Barnes, Bayfield County, Wisconsin adopts the attached employee grievance procedure pursuant to s. 66.0509(1m), Wis. Stat.
Adopted this 27th Day of September, 2011.

Motion (Webb/Meinke) to approve Resolution R-11-11 as read. Motion carried.
Bob Lang reported that last Friday he had marked the trees on Cranberry Lake road that would need to be removed if the road was not discontinued. There were residents of the road in the audience and they were able to better see what the impact would be if the town continues maintaining the road. Most felt they would rather see the road discontinued than see that many trees removed. Tom Renz, Fire Chief for the Town of Barnes, drove the fire truck down to the end of the road and also saw the need for the trees to be removed. The Board said they would be making their decision at the Regular Town Board meeting on October 18th. With all the favorable responses for discontinuance that would most likely be their decision. 
The board continued to                look at budget revenues and expenses. For the Transfer site they need to look at revenues again. The next meeting will be on October 6th at 5:00PM. The board will look at current salaries for highway workers. 
Motion (Peet/Webb) to adjourn the Special Town Board meeting of September 27, 2011. Motion carried. The meeting adjourned at 7:55PM.
