MINUTES OF THE

SPECIAL TOWN BOARD MEETING

Wednesday, October 3, 2007

 

Collyard called the meeting to order at 5:30PM. All Board members were present (Porter at 5:35PM).  Constable Mike O’Keefe, Clerk Treasurer Elaine Brustad, George Martin and Viola Friermood were also present.  The posted agenda for the meeting is as follows:

AGENDA

1)                   Discussion and possible approval by Board to allow  the Barnes Shooters to build a trap house at the rifle range on town owned property.

2)                   Closed Session. The Town Board will go into closed session pursuant to State Statute 19.85(c) for considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. The Board will then reconvene to the regular session following the closed session.

3)                   The Board will go over budget figures for the 2008 budget.

 

Collyard wanted to move the closed session to the end to allow the Constable to talk about his budget before the Board went into the closed session.

Collyard said the Barnes Shooters wanted to build a trap house out of block at the rifle range.  George Martin was present to answer any questions.  Martin had copied a drawing of the proposed trap house for the Board to review.  Webb thought this item should wait for approval until the next regular town board meeting so that it could go in the newspapers under “items of interest” with the notice.  She thought they should get public opinion about it.  Collyard thought the Board would have no problem with approving it as long as the public agreed.  Since Martin wanted to get started with the project he was told he could get the preliminary work done before the board meeting on the 16th, the Board would give tentative verbal approval and formally approve it at the Board meeting on the 16th unless there would be much disapproval by the public.

The board then went over budget items for the Constable’s office.  O’Keefe wanted approval to get a vehicle.  The budget currently has $28,000.00 in it for the purchase of one.  They will put another $6,000.00 in for next year, making $34,000.00 for the vehicle and outfitting it for emergency use. 

Viola Friermood went over the Parks and Recreation budget with the Board members. 

The Board then went over items the Clerk-Treasurer had highlighted for them that needed to still be addressed.  Clerk-Treasurer is to find out if a resolution is needed at the Town meeting to start fire billing.  Webb wanted to find out from Tom Renz how many he anticipated would be billed each year.  She thought if it was only a few it might not be worth it.  Collyard felt most people feel their taxes should pay for fire service and they shouldn’t be billing for calls.  Clerk-Treasurer is to talk with Tom also about checking into any available grants to help with the purchase of a new fire truck. 

The Budget Hearing and Special Town meeting will be held on November 8th at 6:00PM.  Another Board meeting will be held on the 16th of October at 5:30PM prior to the regular board meeting.  The next special town board meeting for budgets will be on October 11th at 5:30PM. 

Motion (McGee/Porter) to go into closed session pursuant to State Statute 19.85(c) for considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. This is to discuss the performance evaluations of the salaried employees and possible increases for employees for the 2008 budget.  Roll call vote taken: Meinke-yes, Webb-yes, Porter-yes, McGee-yes, Collyard-yes. Motion carried.  Only the Board members and Clerk-Treasurer Brustad were present during the closed session. There were no decisions made during the closed session and discussion was limited to the noticed closed session topic. 

Motion (Porter/Meinke) to end the closed session and return to the open session.  Motion carried.

The Board members returned to the Open Session at 8:15PM.  Motion (Webb/Porter)to adjourn the Special Town Board Meeting of October 3, 2007.  Motion carried.  The meeting adjourned at 8:16PM.
