MINUTES OF THE SPECIAL TOWN BOARD MEETING

  Tuesday, May 3, 2005

 

Present: Chairman Dick Collyard; Supervisors Dixie Chermack, Jack Meinke, Chris Webb(1:45) and Donna Porter(1:05).

Also present were the Clerk/Treasurer Elaine Brustad. 

 

Chairman Collyard called the meeting to order at 1:00PM.

Collyard read the agenda as follows:

Special Town Board Meeting Tuesday May 3, 2005 at 1:00PM at the Town Hall

 

Agenda

1)                  Aluminum Cans for Recycling

2)         Closed Session: The Town Board of the Town of Barnes will then go into closed session pursuant to State Statute 19.85 (b) and (c) for the purposes of discipline, considering employment, promotion, compensation or performance evaluation data of any employee over which the governmental body had jurisdiction or exercises responsibility. The board will then reconvene to the regular session.

 

1.       Aluminum cans for recycling. The Board decided to table the discussion until after all members were present.Motion(Chermack/Porter) to table the aluminum cans discussion until after the Closed SessionMotion carried.

 

Motion(Porter/Meinke) to adjourn the open session and go into closed session pursuant to State Statutes 19.85(b) and (c) for the purposes of discipline, considering employment, promotion, compensation or performance evaluation data of any employee over which the governmental body has jurisdiction or exercises responsibility. The board will then reconvene to the regular session. Roll call vote was taken: Porter-yes, Meinke-yes, Collyard-yes, Chermack-yes. Motion carried. MINUTES OF THE CLOSED SESSION

 OF MAY 3, 2005

 

Chairman Collyard called the closed session to order at 1:10PM.

 

Present for the closed session were Chairman Dick Collyard, Supervisors Donna Porter, Jack Meinke, Dixie Chermack and ChrisWebb(1:45). Also present were the Clerk/Treasurer Elaine Brustad.

 

Only the issues dealing with the statute noted were discussed. There were no decisions made in closed session.

Motion (Chermack/Porter) to adjourn the closed session to return to the regular adjourned open session. Motion carried. The closed session was adjourned at 2:45PM.

 

MINUTES OF THE RECONVENED REGULAR SESSION

 OF MAY 3, 2005

 

Chairman Collyard called the reconvened regular session to order at 2:48PM. Collyard spoke on why he had asked the Conservation Club to remove the cans a few weeks ago.  He did not ask anyone else to do it, he had attended a Conservation Club meeting and they indicated they would do it.  He had intended to run it by the Board but the Club removed the cans the next day after he had talked to the club members. He felt that since the last time the crew took the cans to Superior, it took 2 men, five hours apiece loading the cans and then driving up and back, the crew could be better utilized working in the town then to take cans up to Superior for recycling. Collyard wanted the Board to make a decision today to either let the Conservation Club continue to take the cans or someone else but he didn’t want the Town crew doing it anymore. Meinke said it should have been approved by the Board first, but he agreed there was no reason why two crew members should have to go together as the Recycling Center will unload the cans for you. Chermack felt the other clubs in the area should be offered the cans also since we are dealing with the whole town, not just one entity. Porter felt if we could use a volunteer to bring the cans to recycling we should keep it the way it was, going for the kids and the Recreation Committee. Chris Webb said she was at the Conservation Club meeting where Collyard approached the club and he only asked if they would be interested, he did state he wanted to run it by the Board first and maybe also ask more clubs too if they would be interested.  She said the Conservation Club just “ran” with the idea and picked the cans up the next morning. It was decided to look for volunteers to pick the cans up and deliver them to the Recycling Center for the time being.  Webb would contact the recreation committee and tell them they needed to find a volunteer.  The issue would be put on the May Regular Board meeting agenda for updates.

 

Motion (Chermack /Porter) to adjourn the reconvened regular session. Motion carried. The Reconvened session was adjourned at 3:00PM.
